The right to vote abroad applies to documented Estonian citizens living abroad permanently or temporarily, who are included in the list of voters.
Estonian citizens have three options for voting in a foreign country: e-voting; by mail or in-person at the Embassy / Consulate.
Estonian citizens in Canada have the following options to cast a vote:
Electronically with an ID-card (location independent option); E-voting 24 h on the web-site valimised.ee from February 27, 2023 from 9.00 am Estonian time to March 4, 2023 to 8.00 pm Estonian time. NB! Please control ahead of time if your ID-card is valid, PIN-codes are available, you have a smart card reader and downloaded a software to your computer that gives you access to Estonian e-services. In-person at the Embassy of Estonia in Ottawa, (address: 168 Daly Ave, Ottawa) on February 19, 2023 from 1pm to 4 pm and February 20, 2023 from 10.00 am to 12.00 (noon). NB! Please bring your valid passport / photo ID.
In-person at the Honorary Consulate General in Toronto, (address: 365 Bloor Street East, Suite 1610, Toronto) on February 21, 2023 from 08.00 am to 07.00 pm. NB! Please bring your valid passport / photo ID.
By mail, application to vote should reach the Embassy by mail latest on February 3, 2023 and votes by mail should be sent back to the Embassy latest by February 20, 2023. A sample of the application is available at the webpage of the Embassy of Estonia in Ottawa (Kirja teel hääletamise taotlus).
NB! Please note this important information that needs addressing before voting:
Voters who live abroad permanently must have a designated electoral district. If you have none, you will not be included in the list of voters. To check whether you have a designated electoral district, please contact abi@rahvastikuregister.ee and provide detailed information about your last place of residence in Estonia.
If you have never lived in Estonia, please submit the last Estonian address of your parents or grandparents to abi@rahvastikuregister.ee A sample of the application is available on the webpage of the Embassy of Estonia in Ottawa (Avaldus ringkonna määramiseks 2023).
