University of Tartu to Offer Master’s of Digital Administration Degree

In 2024, a new innovative one-year master's programme in Digital Administration (MDA) is being launched by the University of Tartu with the aim to train top public servants, professionals, and IT specialists in leading digitalization of the public sector.

The programme is based on Estonia's experience in building Europe's number one digital public services governance system and its related technology business ecosystem.

Toomas Hendrik Ilves, the former President of Estonia and a promoter of Estonia's digital development leap, is the programme's main patron and guest professor. Nortal is also a key partner in the development of the program, contributing practical showcases, seminars, workshops, and live performances.

The Master's of Digital Administration programme takes into account Estonia's success and extensive experience as a leading “digitizer” in Europe and the world, as well as the growing interest of foreign governments in adapting Estonia's digital solutions. It addresses the need for modernizing the public sector and equipping civil servants and IT professionals worldwide with the necessary skill set to integrate and implement digitalization strategies in their respective home countries.

The programme will teach students:

-How to develop a digital government that people use and trust

-How to build and govern new human-centric digital services

-How to optimize work culture with digital technology

-How to educate society to harness the full potential of a digital nation

The program is among very few that offers the possibility to complete a full executive degree in a 90% online format. It is a one-year master's programme taught in English, which includes two physical sessions with top Estonian experts (one week at the beginning and a second week at the end of the programme). Its graduates are trained not only as general managers of e-governance but practitioners who recognize e-governance use cases across disciplines. The students will have access to high quality video lectures, practiced labs, guided projects and assignments, as well as prompt technical support and personalized guidance to ensure a smooth learning experience.

A master’s degree and at least five years of professional experience as an industry specialist or senior manager in the field of digitalization is required for admission. The tuition fee is €24,500. For more information, visit the University of Tartu's website.
